Creates a 13-member Cell Site Simulator and License Plate Reader Task Force to review rules, regulations, and procedures used by state and local law enforcement regarding these technologies.

Task force membership includes legislative judiciary committee chairs, law enforcement association presidents, the State Public Defender, Mississippi Attorney General, Chief Justice, and representatives from the Mississippi Justice Institute and Southern Poverty Law Center.

Requires law enforcement agencies and court administrative offices to provide information on their use of cell site simulators and license plate readers by September 15, 2018, with non-compliance reported to legislature.

Task force must submit findings and recommendations to the Governor, Lieutenant Governor, and legislative leaders by December 1, 2018, with the report published online by December 31, 2018.

Task force automatically repeals on June 30, 2019; Joint Committee on Performance Evaluation and Expenditure Review provides staff support.
