Establishes hearing officers of the Employee Appeals Board as a rotating pool of independent, licensed attorneys instead of three permanent appointees from specific judicial districts.

Transfers authority to set hearing officer fees from the Attorney General to the State Personnel Board and removes reimbursement of actual and necessary expenses for hearing officers.

Expands judicial review rights to any aggrieved party (not just employees) to appeal final Employee Appeals Board decisions to circuit court.

Requires the respondent state agency to pay a reasonable fee to the State Personnel Board to cover recording costs for Employee Appeals Board hearings.

Effective date: July 1, 2018.
