Repeals Section 37-31-209 establishing an advisory council for the Mississippi Board of Vocational and Technical Education.

Repeals Section 39-31-1 establishing the Mississippi Bicentennial Celebration Commission and Section 27-7-107 allowing taxpayers to designate income tax refunds to the Bicentennial Celebration Fund.

Redirects $24 per bicentennial license tag fee from the repealed Bicentennial Commission to the Mississippi Department of Archives and History instead.

Repeals Sections 49-19-401, 49-19-403, 49-19-405, and 49-19-408 establishing the Mississippi Institute for Forest Inventory and removes related advisory committee requirements.

Repeals advisory committees for the Board of Water Commissioners (Section 51-5-15), Dancing Rabbit Creek Treaty Site (Section 39-5-43), Student Vision Screening Program (Section 37-3-87), and Board of Animal Health tick eradication (Section 69-15-303).
