Establishes an Office of Residential and Small Business Advocate to represent residential and small business consumers in matters before the Mississippi Public Service Commission, operating independently but with administrative support from the Public Utilities Staff.

Grants the Advocate access to all filings and documentation available to the Public Utilities Staff and requires the Public Service Commission to provide notice of proposed actions affecting consumers, including rate changes and rule adoptions.

Authorizes the Advocate to access electric generating unit construction sites and related evidence for projects exceeding $100,000,000 in capital expenses to evaluate construction costs.

Allows the Advocate discretion in determining which consumer interests to advocate and whether to participate in proceedings, while requiring written public statements explaining the specific interests being protected.

Requires the Advocate to submit annual reports to the Governor, Senate President, and House Speaker detailing office activities and making reports available to the public.
