Authorizes the Department of Finance and Administration (DFA) to lease the Mississippi Department of Public Safety Highway Patrol Headquarters facility in Jackson, Hinds County to a private developer for redevelopment, with lease terms not to exceed 50 years (or up to 70 years with mutual agreement).

Establishes a P3 Review Board comprised of nine members to review and approve all public-private partnership agreements and promulgate uniform regulations for P3 solicitation and evaluation by July 1, 2019.

Requires DFA to conduct a national advertising campaign for proposals, establish a proposal deadline, and conduct a preproposal conference to solicit redevelopment plans from qualified private partners.

Mandates DFA and the P3 Review Board to evaluate proposals based on developer qualifications, financial stability, project scope, economic impact, and other factors, then rank proposals and enter negotiations with the highest-ranked bidder.

Requires independent audit of selected proposal before agreement execution, notification to affected jurisdictions with 60-day comment period, and revenue from the redeveloped Jackson property to finance construction of a new Highway Patrol headquarters facility in Rankin County.
