Allows municipalities with populations over 25,000 to use an expedited process for cleaning small properties (one acre or less) when costs do not exceed $250, with municipal employees making determinations instead of requiring a full hearing.

Requires seven days' notice to property owners before cleaning under the expedited process, with notices mailed and posted at city hall, and limits administrative costs to $50 for expedited cleanings.

Reduces the maximum time municipal officers and employees can serve in interim or hold-over capacities from 180 days to 90 days, with retroactive application to appointees serving on July 1, 2018.

Authorizes municipal officers and employees to continue serving in their positions until their successors are appointed and qualified, subject to the 90-day hold-over limitation.

Allows registered voters to file objections to violations of the interim/hold-over time limits in chancery court, with the court authorized to award attorney's fees and costs to prevailing parties.
