Requires all public buildings under state or local government control, and private/commercial businesses open to the public for assembly or amusement purposes constructed on or after July 1, 2018, to have at least one restroom with an adult changing station accessible to both men and women.

Requires buildings constructed before July 1, 2018, to install and maintain an adult changing station by January 1, 2021.

Adult changing stations must have a table with minimum 400-pound weight capacity, at least 72 inches long and 18 inches wide, mounted at minimum 18 inches from the floor, in an enclosed restroom area that accommodates both a wheelchair and caregiver.

Requires conspicuous signage at the entrance of each adult changing station and inclusion in any central directory indicating the station's location.

Applies to auditoriums, convention centers, cultural complexes, exhibition halls, permanent amusement parks, sports arenas, theaters, and movie houses with minimum occupancy capacity of 500 people.
