Creates the Mississippi River Delta Promise Zone covering 19 counties (Adams, Bolivar, Carroll, Claiborne, Coahoma, Holmes, Humphreys, Issaquena, Jefferson, Leflore, Panola, Quitman, Sharkey, Sunflower, Tallahatchie, Tunica, Warren, Washington, and Yazoo) to revitalize the Delta Region through job creation, investment, and educational attainment.

Establishes a Promise Zone governance board composed of representatives from colleges/universities, counties/municipalities, development organizations, banking/finance, small business owners, and innovation entities.

Creates the Mississippi Delta Development Fund to receive and disburse funds to the Mississippi Delta Strategic Compact (a 501(c)(3) organization) for implementing the Promise Zone purposes.

Diverts 10% of state gaming revenues collected under Section 75-76-177(1)(c) to the Mississippi Delta Development Fund, effective July 1, 2018.

Requires the Mississippi Development Authority to develop strategies for economically challenged Delta areas and the Promise Zone to utilize regional resources to leverage additional investments.
