Defines "agricultural operation," "forestry activity," and "traditional farm practices" by reference to Section 95-3-29(2) for purposes of local land use regulations.

Prohibits municipal and county governing authorities from adopting ordinances that restrict or prohibit agricultural operations, forestry activities, or traditional farm practices on agricultural land or unclassified land used for these purposes.

Makes state agency regulations from the Mississippi Department of Environmental Quality, Mississippi Department of Agriculture and Commerce, and Mississippi Forestry Commission preempt local land use ordinances for regulated activities.

Creates an exception allowing local governments to restrict these activities only if the land is subject to Federal Aviation Administration Part 77 restrictions or if the activity creates obstruction to navigable airspace.

Does not affect ordinances, regulations, or policies adopted or amended before the effective date of the act, nor does it restrict a county or municipality's ability to reclassify property zones.
