• Removes certificate of need requirements for chemical dependency hospitals and services, allowing treatment facilities to open more easily.

• Expands Good Samaritan Act protections to cover additional drug violations when individuals seek medical help for overdose emergencies, and prohibits prior authorization for substance use disorder medications under Medicaid.

• Authorizes telemedicine providers to offer medication-assisted treatment and other substance use disorder services without geographic limitations.

• Establishes an Infectious Disease Elimination Pilot Program allowing the Division of Medicaid to operate needle and syringe exchange services to prevent blood-borne pathogens.

• Prohibits municipalities and counties from imposing zoning restrictions or regulations on drug and alcohol treatment centers, and authorizes pre-arrest diversion programs for nonviolent misdemeanor offenders.
