Amends Section 31-7-13 of Mississippi Code to modify reverse auction requirements for state agencies and governing authorities making purchases over $50,000.

Requires agencies seeking to avoid reverse auctions to submit detailed explanations and alternative bidding processes for approval by the Public Procurement Review Board.

Requires governing authorities to place findings in their official minutes explaining why a reverse auction would not be in the best interest of the entity before using alternative bidding methods.

Prohibits reverse auctions for public construction contracts involving design or construction of public facilities, including buildings, roads, and bridges.

Effective July 1, 2018.
