Revises permitted uses of bonds for the John C. Robinson Mississippi Aviation Museum Fund to allow funds for "construction, repair, renovation, furnishing and equipping a building leased from the City of Gulfport" rather than limiting to "architectural planning and museum consultants."

Authorizes up to $250,000 in general obligation bonds for the aviation museum project with no bonds to be issued after July 1, 2011.

Modifies Jackson State University's $6,000,000 capital improvements allocation to include repair and renovation of Stewart Hall Dormitory ($5,500,000) and planning for expansion of the College of Education and Human Development building ($500,000).

Allows Jackson State University and other higher education institutions to use excess allocated funds for general repairs and renovations if specific projects are completed under budget.

Maintains existing bond issuance procedures, interest rates, maturity terms, and tax-exempt status for all authorized bonds.
