Prohibits use of unmanned aircraft systems (drones) within 500 feet horizontally or 250 feet vertically of any state, local, or federal correctional facility without written consent from the facility official in charge

First offense carries a fine up to $500 and/or up to 6 months imprisonment; second or subsequent offenses carry fines of $500-$2,000 and/or 6 months to 1 year imprisonment

Exempts law enforcement officers, emergency responders, higher education research programs, and public utilities (with 24-hour notice and reduced 150-foot distance restrictions)

Authorizes law enforcement to seize drones and any attached property, weapons, or contraband used in violations, with items subject to forfeiture

Requires the Department of Transportation to petition the FAA to designate correctional facilities as fixed site facilities and develop guidelines for posted boundary notices
