Designates a 1-mile segment of Mississippi Highway 63 in Wayne County beginning at Red Brown Drive extending southerly as "William Cleo Pitts Memorial Highway"

Designates the bridge on Adams Street spanning Interstate 22 in Fulton, Itawamba County as "Leland Taylor Memorial Bridge" and the overpass bridge on Mississippi Highway 309 spanning Interstate 269 in Marshall County as "Jim Tuttle Memorial Overpass"

Designates US Highway 82 in Washington County as "Delta Rhythm & Bayous Highway" as part of a corridor connecting to Arkansas, and designates segments of Mississippi Highway 15 in Newton County and Oktibbeha County as "Raymond Comans Memorial Highway" and "Nicky Lewis Memorial Highway" respectively

Directs the Mississippi Department of Transportation to erect and maintain appropriate signs and plaques for each designated highway and bridge; effective July 1, 2018
