Adopts the 2009 International Energy Conservation Code (IECC) as the minimum code for residential building construction in Mississippi, effective January 1, 2019.

Clarifies that Standard 90.1-2010 of the American Society of Heating, Refrigeration and Air Conditioning Engineers is the statewide minimum building standard for commercial buildings.

Exempts from these standards buildings with minimal energy usage, unheated/uncooled buildings, structures covered under Sections 17-2-7 or 17-2-9, and buildings owned or leased by the federal government.

Grants local governing authorities the ability to adopt rules, regulations, and penalties for enforcement of the standards, with authority to establish inspection fees up to $150.

Requires the building commission to oversee compliance with standards in state-owned buildings rather than local authorities.
