Amends Mississippi Code Section 19-5-105 to allow counties to adjudicate Hurricane Katrina-related slabs in residentially zoned areas below base flood elevation as menaced property subject to cleaning.

Defines "Hurricane Katrina-related slabs" as former concrete foundations of homes originally constructed as load-bearing surfaces located below base flood elevation in residentially zoned areas.

County boards of supervisors may clean such slabs after conducting a hearing and providing property owners two weeks' notice by mail and posting at the property and courthouse.

Counties may reenter properties to maintain cleanliness up to six times per year for removing structures and twelve times per year for removing grass, weeds, and debris, with annual cleaning expenses not exceeding $20,000 or fair market value, whichever is less.

Cleaning costs and penalties up to $1,500 or 50% of actual cost become assessments against the property and may be enrolled as liens enforceable through tax sale proceedings; effective July 1, 2018.
