Amends Section 57-1-301 of the Mississippi Code to expand the definition of "capital improvements" under the Local Governments Capital Improvements Revolving Loan Program administered by the Mississippi Development Authority.

Adds repair, renovation, and improvement of municipal natural gas facilities as an eligible category of capital improvements that counties and municipalities can use revolving loans to finance.

Maintains all existing eligible capital improvement categories including water and sewer facilities, fire protection, economic development buildings, parks, and brownfield remediation.

Takes effect July 1, 2018.
