Adds new subsection (7) to Section 83-1-37 prohibiting monies in the Municipal Fire Protection Fund from being transferred into the State General Fund.

Adds new subsection (11) to Section 83-1-39 prohibiting monies in the County Volunteer Fire Department Fund from being transferred into the State General Fund.

Brings forward Section 45-11-5 for possible amendment, which governs the State Fire Academy Fund and the distribution of insurance premium taxes to municipal and county fire protection funds.

Maintains existing provisions requiring municipalities and counties to levy at least one-fourth mill in property taxes or appropriate equivalent funds from their general funds for fire protection purposes.
