Transfers motor carrier law enforcement personnel, equipment, permits, weigh stations, and funding from the Mississippi Department of Transportation to the Motor Carrier Division of the Mississippi Highway Safety Patrol within the Department of Public Safety, effective July 1, 2018.

Maintains all transferred employees' current salaries and benefits until further agreement, with rank and structure revised as needed for proper supervision.

Requires the Motor Carrier Safety Division to maintain a minimum of 25 and maximum of 175 full-time patrolmen, with transferred 212 pin numbers converted to new officer positions as vacancies occur.

Amends sections 77-7-16 and 45-3-21 to designate the Motor Carrier Division as the enforcement authority for motor vehicle safety regulations and motor carrier laws.

Excludes transferred personnel from the Highway Safety Patrol Retirement System membership and repeals three sections of code related to motor carrier enforcement duties previously held by the Public Service Commission and Department of Transportation.
