Establishes a Municipal Water, Sewer and Wastewater Systems Repair and Replacement Grant Program administered by the Department of Environmental Quality to assist municipalities with repairing and replacing damaged, outdated, or inefficient water and sewer system lines and wastewater treatment facilities.

Requires municipalities to submit a plan to the Department of Environmental Quality identifying proposed projects, the condition of existing systems, and proposed repairs or replacements with design specifications.

Requires municipalities to provide matching funds equal to 20% of the grant amount to be eligible for assistance.

Creates a special Municipal Water, Sewer and Wastewater Systems Repair and Replacement Grant Program Fund in the State Treasury funded by legislative appropriations and other designated sources, with unexpended amounts not lapsing at fiscal year end.

Department of Environmental Quality shall supervise grant funds, review and certify projects, maintain records of grants and completed repairs or replacements, and adopt necessary rules and regulations.
