Exempts state boards and units thereof from the requirement to use a trip optimizer system developed by the Department of Finance and Administration for calculating optimal travel methods and costs for motor vehicle trips exceeding 100 miles per day.

Applies the trip optimizer requirement only to state agencies as defined under Section 25-1-77 that are subject to oversight by the Bureau of Fleet Management, excluding all state boards.

Requires the trip optimizer system to account for distance to pick up rental or state vehicles and long-term rate discounts available through state purchasing contracts for vehicle rentals.

Clarifies that statewide elected officials and Public Service Commission members remain exempt from trip optimizer requirements for their own travel, though their staff members remain subject to the requirement.

Makes conforming amendments to Section 25-9-107 to align the definition of "agency" with the exemption of state boards from trip optimizer system requirements.
