Creates the "Kaelin Kersh Act" to amend emergency vehicle lighting requirements in Mississippi Code Section 63-7-19.

Requires operators of emergency vehicles authorized to display blinking, rotating, or oscillating lights to activate those lights when operating at speeds exceeding 30 miles per hour over the posted speed limit.

Applies to police vehicles, ambulances, fire vehicles, emergency management/civil defense vehicles, and other authorized emergency response vehicles.

Takes effect July 1, 2018.
