Authorizes the House and Senate Medicaid Committee chairmen to enter into a competitively bid contract with a third-party consultant to review the Mississippi Medicaid program for efficiency improvements and waste elimination.

Consultant review shall examine early intervention and prevention programs, cost-effective service delivery, injury prevention, telemedicine expansion, and healthcare price and quality transparency.

Review shall address methods to reduce fraud, abuse, and over-utilization, evaluate optional services and categories, and analyze innovative payment models including managed care for high-need populations.

Consultant shall evaluate innovative funding mechanisms to make Medicaid expenditures more predictable and sustainable, and examine alternatives to Medicaid for providing care to indigent populations.

Takes effect July 1, 2018.
