Brings forward Mississippi Code sections 27-103-125, 27-103-139, 27-103-203, 27-103-211, 27-103-213, 27-103-303, and 65-37-13 relating to the state budget process for possible amendment.

For fiscal year 2018, allows total General Fund appropriations up to 99% of estimated revenue (instead of the standard 98%) and directs transfers of $2.00 total to the Capital Expense Fund from the General Fund and Treasurer's Abandoned Property Fund.

Repeals Section 22 of Chapter 99, Laws of 2017, which provided funding for Home and Community-Based Waiver slots by the State Department of Mental Health.

Increases the maximum amount of general funds for the School Recognition Program from $20,381,159 to $20,447,066.

Repeals Section 13 of Chapter 64, Laws of 2017, which authorized the Department of Corrections Commissioner to transfer spending authority between and within budgets.
