Adds paragraph (28) to Section 43-13-115 to expand Medicaid eligibility to individuals under 65 years of age who are not pregnant, not enrolled in Medicare Parts A or B, and whose income does not exceed 133% of the federal poverty level.

Eligible individuals under the new paragraph (28) receive benchmark coverage or benchmark equivalent coverage as defined under Sections 1937(b)(1) and 1937(b)(2) of the federal Social Security Act.

Division of Medicaid determines eligibility for individuals covered under the new provision and must redetermine eligibility at intervals required by federal law.

Authorizes the Division of Medicaid to seek necessary waivers from the Centers for Medicare and Medicaid Services to implement the expansion.

Takes effect July 1, 2018.
