Governor and Division of Medicaid shall negotiate with Centers for Medicare and Medicaid Services for a Section 1115 waiver to expand Medicaid coverage to adults with incomes up to 138% of Federal Poverty Level.

Expansion plan includes private market-based health coverage with at least two Qualified Health Plan options, cost-sharing requirements capped at 2-5% of income depending on income level, and a Mississippi Healthy Living Account for health savings.

Plan automatically ends if federal contribution rate falls below 90% and covers three groups: adults without dependents ages 19-64, parents ages 19-64 with incomes above 22% FPL, and parents with incomes at or below 22% FPL transitioned from traditional Medicaid.

If waiver is obtained, Division of Medicaid shall amend the state plan and begin implementation after CMS approval.

Amends Mississippi Code Section 43-13-115 to add individuals eligible under the Section 1115 waiver as a new category of Medicaid recipients effective July 1, 2018.
