Amends Mississippi Code Section 75-31-65 to clarify that milk and milk product regulations do not prohibit independent or partial owners of cows, goats, or sheep from using raw, unadulterated milk from their animals for personal consumption or personal use.

Allows incidental sales of raw goat milk directly to consumers on the production premises if the farm has no more than 9 producing goats, the seller does not advertise, and specific sanitation conditions are met including clean cement floors, screened enclosures, fly straps, and sterile containers.

Maintains existing provisions regarding State Board of Health supervision of commercial milk production, processing fees ($300 annually for milk and frozen dessert plants), and penalties for violations ranging from $100 to $5,000 and jail time up to 12 months.

Requires the Cooperative Extension Service at Alcorn State University to publish literature explaining requirements for goat milk production and maintenance.

Effective date: July 1, 2018.
