Requires motor vehicle owners to maintain motor vehicle liability insurance coverage in at least the minimum amounts required under Section 63-15-3(j) before renewing a vehicle registration.

Mandates the Department of Revenue utilize the Mississippi Vehicle Insurance Verification System operated by the Department of Public Safety to verify insurance coverage during the prior registration period.

Assesses a civil penalty of $250.00 if coverage does not exist or has not been maintained, which must be paid prior to registration renewal.

Requires the Department of Revenue to configure its registration system to prevent noncompliant renewal registrations from being issued, with county tax collectors limited to informing registrants of requirements only.

Takes effect July 1, 2018.
