Increases weight tolerance for vehicles operating under a harvest permit from 5% to 10% above authorized tandem or axle weight, with maximum gross vehicle weight not exceeding 84,000 pounds.

Increases weight tolerance for vehicles loading or unloading containerized prepackaged products at state ports from 5% to 10% above authorized gross weight, with maximum vehicle weight not exceeding 80,000 pounds plus 2% tolerance.

Authorizes harvest permit vehicles loaded at a point of origin with scales available for weighing each individual axle to receive the 10% tolerance (previous law prohibited tolerance for vehicles at locations with individual axle scales).

Applies these increased tolerances only to vehicles transporting sand, gravel, woodchips, agricultural products, recycling materials, and highway construction materials within a 100-mile radius of loading point, excluding federal interstate highways.

Extends the sunset date for harvest permit provisions from July 1, 2019 to July 1, 2020.
