Prohibits manufacturers and wholesale distributors of essential generic drugs from engaging in price gouging, defined as unconscionable price increases that are excessive and unjustified by production costs or public health expansion efforts.

Requires the Division of Medicaid and Department of Human Services to notify the Attorney General when essential generic drug prices increase 50% or more within a one-year period.

Authorizes the Attorney General to request cost information from drug manufacturers within 45 days and to file lawsuits in Hinds County Circuit Court to enforce the act.

Allows courts to issue orders restraining violations, requiring refunds to consumers, freezing prices at pre-violation levels for up to one year, and imposing civil penalties of up to $100,000 per violation.

Takes effect July 1, 2018.
