Requires the Mississippi Department of Wildlife, Fisheries and Parks to develop and implement a mandatory electronic harvest reporting program for white-tailed deer and wild turkey by March 1, 2019.

Specifies the reporting program shall be simple to use and may utilize smartphone applications, online web-based reporting, or other electronic methods to promote compliance and accurate data collection.

Prohibits the department from expending funds on a physical tagging program as of March 1, 2019.

Requires the department to provide annual reports on the harvest reporting program to the Wildlife, Fisheries and Parks Committees of the Senate and House of Representatives.

Becomes effective March 1, 2019.
