Trip optimizer system applies only when state officers or employees are not driving dedicated state-owned or state-leased vehicles assigned to them.

Requires all travel reimbursement claims to include trip optimizer results showing the lowest cost option for vehicle travel.

Trip optimizer calculations must account for distance to pick up rental or state fleet vehicles and long-term rate discounts in state purchasing contracts.

Exempts statewide elected officials and elected members of the Public Service Commission from trip optimizer requirements, though exemption does not apply to their staff or employees.
