Creates the Mississippi Special Needs Housing Steering Council composed of 14 members including representatives from the Governor's Office, State Department of Mental Health, Division of Medicaid, Department of Corrections, and Mississippi Home Corporation, plus representatives from housing and mental health organizations and disability rights groups.

Tasks the council with assisting the Mississippi Home Corporation in creating and administering a Special Needs Housing Program to provide bridge funding and stable community-integrated housing for individuals with mental illness, intellectual and developmental disabilities, and other populations with special needs.

Authorizes the council to define populations served by the program, which may include persons re-entering society after incarceration, persons with HIV/AIDS, and homeless persons and families.

Requires the Mississippi Home Corporation to provide administrative support to the council and designates funding sources as the Mississippi Affordable Housing Development Fund under Section 43-33-759 or a dedicated sustainable funding source.

Effective date: July 1, 2018.
