Creates the "Agency Accountability Review Act of 2018" requiring the Mississippi Joint Committee on Performance Evaluation and Expenditure Review (PEER) to establish a schedule reviewing 3-5 state agencies annually beginning in 2019.

Requires PEER to evaluate agencies based on 11 criteria including operational efficiency, mission achievement, program duplication, complaint handling, rulemaking processes, and compliance with employment and purchasing laws.

Mandates agencies submit lists of statutorily required reports and evaluations of their necessity by December 1 before review year, with PEER publishing comprehensive reports by December 31 each year.

Amends Section 25-43-3.114 to automatically repeal all administrative rules on December 31 of the fifth year following adoption unless readopted at least 60 days prior, with agencies required to notify legislative committees of expiring rules by January 15 annually.

Allows agencies to be exempted from review if the Legislature passes exemption legislation within two years before scheduled review or if the agency has been inactive for two calendar years.
