Creates the Mississippi Gospel Music Commission to develop a comprehensive marketing plan for gospel music and culture by January 1, 2019, for purposes of economic development and tourism.

Commission shall coordinate with state agencies including the Department of Archives and History, Arts Commission, Educational Television Authority, and universities to identify gospel music assets, historic properties, and preservation opportunities.

Authorizes the Division of Tourism of the Mississippi Development Authority to establish a statewide "Gospel Music Trail" infrastructure with designated historical markers at gospel music historical sites and performance venues throughout Mississippi.

Directs the Mississippi Department of Transportation to cooperate by erecting and maintaining approved Gospel Music Trail markers purchased by the Division of Tourism.

Commission members include directors of state tourism, archives, and arts agencies; representatives from higher education and federal rural development; two nonvoting senators and two nonvoting house members; and four gubernatorial appointees with gospel music expertise, serving without compensation.
