Amends Section 19-3-81 of the Mississippi Code to specify allowable expenditures from the Inmate Canteen Fund, which is funded by inmate canteen facility operations.

Removes the prohibition against purchasing personal hygiene items for inmates, now explicitly allowing hygiene supplies as an approved expenditure.

Authorizes sheriff expenditures from the fund for educational programs, inmate uniforms, recreational equipment, medical supplies, bedding, internet services, televisions, security systems, laundry equipment, and food preparation equipment.

Permits fund use for sheriff department equipment including duty gear, weapons, less-lethal weapons, vests, cameras, restraints, and vehicles for inmate transport and supply delivery.

Allows expenditures for maintenance and repair of all equipment purchased with inmate canteen funds, and takes effect July 1, 2018.
