Reconstitutes the Board of Trustees of State Institutions of Higher Learning to consist of 10 members, with the Governor appointing one member based on five recommendations submitted by each state institution's president, plus one member jointly appointed by student government association presidents.

Establishes a uniform four-year term for all board members, replacing the previous staggered system of four, eight, and twelve-year terms.

Requires an orderly transition where all current board members' terms expire on December 31, 2019, with the reconstituted board commencing on that date.

Reduces the minimum age requirement for board members from 25 years old to 21 years old.

Takes effect July 1, 2019, contingent upon voter approval of House Concurrent Resolution No. ____ in a November 2018 referendum.
