Amends Mississippi Code Sections 99-39-5 and 99-39-27 to allow second or successive post-conviction relief applications when a new state law has been adopted or enacted that would have adversely affected the outcome of a conviction or sentence.

Adds new exception to the three-year statute of limitations for post-conviction motions when there has been an adoption or enactment of state law that would have actually adversely affected the conviction or sentence outcome.

Clarifies that dismissal or denial of a post-conviction relief application shall not bar a second or successive application if new state law would have adversely affected the conviction or sentence.

Effective date: July 1, 2018.
