Prohibits minors from knowingly producing, transmitting, disseminating, distributing, or displaying indecent visual images of themselves or other minors using computers or electronic communication devices.

Prohibits minors from knowingly possessing or receiving indecent visual images of other minors that were produced or transmitted electronically.

Establishes violations as delinquent acts under youth court jurisdiction, prosecutable as misdemeanors unless aggravating circumstances apply.

Creates affirmative defenses including: self-produced images not shared with others, and unwillingly received images that are not distributed and are either destroyed or reported to authorities.

Elevates violations to felonies if the depicted minor is 3+ years younger, force/coercion was used, or the minor has two prior adjudications; minors adjudicated delinquent are not required to register as sex offenders; effective July 1, 2018.
