Reenacts sections 83-39-3, 83-39-7, and 83-39-13 of Mississippi Code relating to professional bail agent licensure, qualifications, and requirements.

Changes the timeframe for bond forfeiture refunds from twelve (12) months to eighteen (18) months if defendant is returned to sheriff or proof of incarceration in another jurisdiction is provided.

Deletes the July 1, 2018 repeal date from Chapter 446, Laws of 2016, making professional bail agent licensing provisions permanent rather than temporary.

Requires professional bail agents to post $30,000 qualification bonds, maintain a principal office location in Mississippi, submit annual financial statements, and register all bail bonds in a statewide Electronic Bondsmen Registry established by the Insurance Department.

Establishes a Bail Bond Database requiring bail agents to report all bonds written from October 1, 2016 forward, with monthly updates required by the 15th of each month, with fines up to $1,000 per violation for non-compliance.
