Amends the Growth and Prosperity Act to allow counties to apply for certificates specifying whether they seek only tax exemptions, only regulatory incentives, or both from the program.

Expands incentives available to approved businesses to include relief from zoning, planning, building codes, solid waste disposal, water/wastewater, parking, and other municipal regulations for up to 10 years or until December 31, 2030.

Relocates businesses from other Mississippi counties are prohibited from receiving any tax exemptions or regulatory incentives under the program.

Brings forward multiple sections of Mississippi Code related to zoning, building codes, solid waste disposal, water systems, municipal infrastructure, and water management for purposes of possible amendment.

Takes effect July 1, 2018.
