Mandates physicians performing abortions after 15 weeks to file a report with the Mississippi State Department of Health within 15 days, including the date, method, gestational age, and medical justification (reports cannot identify the pregnant woman).

Establishes professional sanctions including license suspension or revocation by the Mississippi State Board of Medical Licensure for physicians who knowingly violate the 15-week prohibition, and civil penalties up to $500 for submitting false reports.

Grants the Mississippi Attorney General and State Board of Medical Licensure authority to enforce the act, and includes detailed severability provisions to preserve the law if portions are struck down by courts.
