Removes end-stage renal disease (ESRD) facilities and ambulatory surgical facilities from Mississippi's certificate of need (CON) requirements, eliminating the need for state approval before establishing these facilities.

Eliminates CON requirements for most health care services and equipment, limiting mandatory review to only certain health care facilities (hospitals, psychiatric hospitals, skilled nursing facilities, intermediate care facilities, and others specifically listed).

Removes major medical equipment and various health services (open-heart surgery, cardiac catheterization, radiation therapy, diagnostic imaging, home health services, etc.) from CON review requirements.

Streamlines CON definitions and procedures by deleting provisions related to capital expenditures, capital thresholds, and definitions of "health services" and "institutional health services" that previously triggered CON review.

Makes conforming amendments to related sections of Mississippi Code regarding hospital equipment authority and ambulatory surgical facility licensure to align with reduced CON scope.
