Creates a special fund in the State Treasury designated the "Law Enforcement Officer Bulletproof Vest Grant Fund" to be administered by the Department of Public Safety.

Makes fund money available to local law enforcement agencies as a match for federal grant funds to purchase bulletproof vests, limited to agencies with an existing bulletproof vest policy.

Authorizes issuance of state general obligation bonds not to exceed $500,000 to fund the grant fund, with no bonds to be issued after July 1, 2022.

Requires unused bond proceeds to be accounted for by the Department of Finance and Administration if not expended within four years of deposit.

Bonds are general obligations of Mississippi backed by the full faith and credit of the state, with principal and interest exempt from state taxation.
