Authorizes the governing authorities of the City of Mendenhall, Mississippi to permit golf cart operation on public roads and streets within city limits at their discretion.

Defines a golf cart as a motor vehicle manufactured for golf courses that cannot exceed 20 miles per hour and is equipped with a parking brake.

Requires golf cart operators to possess a valid driver's license or temporary driver's license and proof of financial responsibility as defined in Mississippi Code Section 63-15-1 et seq.

Prohibits golf cart operation on urban interstate highways, urban freeways and expressways, and urban principal or minor arterial streets as defined in the city's comprehensive plan.

Permits the city governing authorities to impose conditions on golf cart authorization and revoke such authorization in whole or in part at any time.
