Authorizes issuance of up to $3,000,000 in state general obligation bonds to assist City of Louisville, Mississippi with constructing a road and transportation infrastructure providing access to city-owned land designated for an economic development project near Winston Plywood & Veneer.

Authorizes issuance of up to $1,000,000 in state general obligation bonds to assist City of Baldwyn, Mississippi with making improvements and upgrades to a portion of the city's natural gas system transmission line and related infrastructure.

Amends Section 28 of Chapter 511, Laws of 2016 to change the purpose of Saltillo bonds from recreation facilities improvements to installation of intersection lighting at the intersection of Highway 45 and Highway 145 in the City of Saltillo.

Establishes special funds within the State Treasury for each project with proceeds to be disbursed by the Department of Finance and Administration; any remaining funds after project completion are applied to pay debt service on the bonds.

Bonds are general obligations of the State of Mississippi with full faith and credit pledged; bonds are tax-exempt and must be issued by July 1, 2022.
