Appropriates $131,224.00 from the Mississippi Athletic Commission Fund to cover expenses for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes one permanent full-time position for the Mississippi Athletic Commission.

Requires the Commission Chairman to serve as ex officio recorder of permits and licenses with an annual salary of $40,000.00.

Restricts Personal Services funding for FY 2020 to not exceed FY 2019 levels unless new programs or positions are added by the Legislature.

Authorizes the agency to expend up to $3,871.00 in additional special funds for health insurance cost increases and fees from state agencies during FY 2019.
