Appropriates $744,617.00 from the State Treasury to the State Board of Cosmetology for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 13 permanent full-time positions for the board.

Requires the board to adopt policies prohibiting new wigology licenses and allowing existing wig specialist and wig salon licenseholders issued before July 1, 2014 to continue operating under prior requirements.

Sets performance targets including inspecting 100% of establishments annually, processing completed applications within 10 business days, and resolving documented complaints within 6 months.

Limits the board to no more than 62 meeting days per year and authorizes up to $19,466.00 in special fund escalations for health insurance and department fees.
