Office of Purchasing and Travel shall advertise for vehicle rental services bids on the department website, procurement portal, and by notifying vehicle rental companies in the state by mail or electronic means.

Department shall enter into contracts with any bidder meeting Office specifications for vehicle rental services with no limit on the number of contracts; contract terms run from execution date until December 1, 2018.

New contracts are in addition to existing vehicle rental contracts and do not affect those already in effect.

Purpose is to increase vehicle rental service availability due to increased demand from the requirement that state agencies use a trip optimizer system to determine the most cost-effective travel method for trips exceeding 100 miles per day.

Brings forward Section 25-3-41 of Mississippi Code establishing travel expense reimbursement rules for state, county, and municipal officers and employees, including provisions for the trip optimizer system and travel agency contracts.
