Appropriates $4,813,462.00 from special funds in the State Treasury to the Mississippi Board of Nursing for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 39 permanent full-time positions for the board and restricts fiscal year 2020 personal services funding to not exceed fiscal year 2019 levels unless new programs or positions are added by the legislature.

Allocates $1,560,000.00 of appropriated funds to the Office of Nursing Workforce for administration of the state Nursing Workforce Program as an educational curriculum.

Permits up to $105,000.00 to be allocated to the Mississippi Board of Pharmacy for the Mississippi Prescription Monitoring Program expenses.

Authorizes the agency to expend available funds from any source for increased health insurance costs and fees from state departments in an amount not to exceed $69,146.00 for fiscal year 2019.
